Sir,
I have the honour to propose for your
consideration certain changes in the Rules governing the grant-
-ing of leave to Officers in this service.

In my Despatch No. 7 of the 5th. January,

I expressed myself in favour of altering these rules with a
view to securing that only in the rarest cases and on the strong.
-est grounds should leave be allowed to exceed 12 months and I
have since received your reply in your Despatch No. 75 of the
9th. March to the effect that while concurring in the views
expressed by me you think it best to make no change in the
existing rules unless there is a general desire on the part of
the service for some such modification as I suggested.

It appears from enquiries which I have
caused to be made that there is no such general desire for a
change as is postulated by your Despatch quoted above. I would
